President Obama Says Goodbye to “No Child Left Behind”

As of Monday, the nation’s schools will receive a break from student testing mandates of the federal No Child Left Behind law. Education Secretary Arne Duncan plans to announce a new waver system Monday that will provide the exemption for schools.

According to critics of the law, its unrealistic benchmarks label schools as failures even when they make progress. In addition, in schools and districts in which where not enough children pass the tests after several years are sanctioned through teacher firings, and in some instances, school closures.

Education officials at the state and local levels have petitioned the federal government for relief from the mandates but have yet to hear from congress as the beginning of the school year approaches. Waivers are planned to go to all 50 states with the caveat that they meet certain school reform requirements improving teacher and principal performance, raising standards and focusing on improvements to the poorest performing schools.

These requests come directly from President Barack Obama, according to Secretary Duncan. More details on the waivers will be available by September.

The administration will persuade each state to apply and work with them to comply with the requirements, said Duncan and Melody Barnes, director of the Domestic Policy Council at the White House. According to Duncan, nothing in the plan that provides temporary relief from certain aspects of law will undermine the plans Congress is discussing for revising federal education laws. Although a complete overhaul of the law began early this year in the House, comprehensive reform is some time away.

“What we do in terms of flexibility can be a bridge or transition,” said Duncan. “We all want to fix the law. This might help us get closer to that.”
